However, appearing on MSNBC, Gregg seemed to concede that his prior argument was wrong. Asked about CBO's analysis, Gregg begrudgingly admitted that "under this bill, you'll get a net savings."

Yet as Speaker of the House, Gingrich "set new records" for the amount of self-executing rules, using them up 35% of the time in the 105th Congress.
